place du bar\u00e8me, le gouvernement n\u2019a pas r\u00e9alis\u00e9 d\u2019examen \u00e0 intervalles r\u00e9guliers du bar\u00e8me d\u2019indemnisation, contrairement \u00e0 l\u2019obligation qui a
